Передумови становлення інклюзивної освіти в Україні

Abstract

(ua) У статті доведено, що на сьогодні стрімко розгортається процес реформування освітньої галузі в Україні, актуалізується проблема необхідності дослідження ключових проблем, які стоять на заваді ефективному розвитку інклюзивної освіти у вітчизняних закладах освіти та визначити основні напрямки подальших наукових досліджень з аналізованого питання з метою забезпечення формування в нашій країні такого освітнього середовища, яке б цілковито відповідало загальновизнаним у світі міжнародним стандартам та нормам. Закцентовано, що дослідження впровадження інклюзивного підходу, змісту і концептуальних засад в різні історичні періоди викликає інтерес як у науковців, так і у фахівців, батьків, усього суспільства. У змісті статті зазначається, що етап передумов становлення інклюзивної освіти в Україні (1991–2002 рр.) пов’язаний з реформуванням освіти та пошуком ідентичності. Цей період характеризується реформуванням національної системи освіти та формуванням її самоідентифікаці; створенням національної школи, орієнтацією на європейський освітній простір у вищій освіті, створенням реабілітаційних центрів та соціальних установ, організацій, зміною ідеологічних орієнтацій, підготовкою до першого науково-педагогічного експерименту щодо навчання осіб з вадами в загальноосвітніх закладах; активізацією роботи різних фондів та громадських організацій; фактичною розбудовою медичної моделі освіти, розвитком спеціальної і, окремо, загальної освіти. Його можна розглядати як період, коли закладалися підвалини для появи інклюзивної освіти в Україні. Охарактеризовано законодавчу базу організації інклюзивного навчання в окреслений період та формування вітчизняної думки щодо навчання осіб з ООП. Визначено, що закономірним розвитком освіти з ООП є модернізація освіти осіб з ООП – інклюзивна освіта. Вона є трансформаційною зміною спеціальної освіти, об’єднанням двох систем. Загалом, розвиток інклюзивної освіти в Україні є частиною ширших світових процесів, що відображені у таких документах, як Саламанська декларація 1994 року, та спрямовані на забезпечення права всіх дітей на освіту незалежно від їхніх потреб. (en) The article proves that today the process of reforming the educational sector in Ukraine is rapidly unfolding, the problem of the need to study key problems that hinders the effective development of inclusive education in domestic educational institutions and to identify the main directions of further research on the analyzed question and the comprehension of such educational environment. It is centered that the study of the introduction of an inclusive approach, content and conceptual foundations in different historical periods is of interest to both scientists and specialists, parents, all society. The content of the article states that the stage of prerequisites for the formation of inclusive education in Ukraine (1991–2002) is related to the reform of education and the search for identity. This period is characterized by the reform of the national education system and the formation of its self -identification; creation of a national school, orientation to the European educational space in higher education, creation of rehabilitation centers and social institutions, organizations, change of ideological orientations, preparation for the first scientific and pedagogical experiment on training of persons with disabilities in general educational institutions; activation of the work of various funds and public organizations; The actual development of the medical model of education, the development of special and, separately, general education. It can be considered as a period when the foundations for the emergence of inclusive education in Ukraine were laid. The legislative framework of the organization of inclusive training in the outlined period and the formation of domestic thought regarding the training of persons with OOP is characterized. It is determined that the legitimate development of education with OOP is the modernization of education of persons with OOP - inclusive education. It is a transformational change in special education, an association of two systems. In general, the development of inclusive education in Ukraine is part of the broader processes reflected in such documents as the 1994 Salaman Declaration and aimed at ensuring the right of all children to education regardless of their needs.
