Роль фінансового контролю у секторі безпеки і оборони України: адміністративно-правовий аспект

Abstract

(ua) У статті досліджено роль фінансового контролю у секторі безпеки і оборони України як чинника забезпечення національної без-пеки держави. У результаті аналізу основних підходів до визначення поняття«фінансовий контроль» запропоновано авторське поняття дефініції фінансового контролю у секторі без-пеки і оборони України. Досліджено правові аспекти фінансового контролю за витратами на національну без-пеку і оборону та визначено основні завдання, які ставляться перед державним фінансовим контролем у секторі безпеки і оборони. За-значено, що державний фінансовий контр-оль здійснюється спеціальними державними органами з метою забезпечення законності у відповідній сфері відносин, попередження фі-нансових правопорушень, зміцнення фінансо-вої дисципліни під час формування, розподілу та використання державних фінансових ре-сурсів. Звернуто увагу на адміністративно-правовий статус органів держаного фінан-сового контролю та зауважено, що правове положення органів фінансового контролю визначається ступенем їх впливу як на сус-пільство в цілому, так і на окремі державні органи й установи задля виконання постав-леної мети.

(en) The article examines the role of financial control in the security and defense sector of Ukraine as a factor in ensuring the national security of the state. As a result of the analysis of the main approaches to the definition of the concept of «financial control», the author’s concept of the definition of financial control in the security and defense sector of Ukraine is proposed.The legal aspects of financial control over national security and defense expenditures have been studied and the main tasks facing state fi nancial control in the security and defense sector have been determined. It is noted that state financial control is carried out by special state bodies in order to ensure legality in the relevant sphere of relations, prevent financial offenses, strengthen financial discipline during the formation, distribution and use of state financial resources.Attention was drawn to the administrative and legal status of state financial control bodies and it was noted that the legal position of financial control bodies is determined by the degree of their influence both on society as a whole and on individual state bodies and institutions in order to fulfill the set goal.
